Is there any way to either (a) change the serial number (T5577 Page 1 Block 1 and Block 2)

The Block 1 and Block 2 of Page 1 are programmed and locked by Atmel during production testing.
If bits 1 to 4 of the Block 3, page 1 is set to "6", then the complete page cannot be overwritten by any test write command.
I think you can order T5577 with Block 3, page 1 set to 0x0000 0000

Page 1 Blocks 0-2 can all be read. Page 1 Block 2 can be programmed as well (0 and 1 are write protected from the chip factory). i haven't tried with the proxmark but i have another reader that can perform this read easily. though in code it often refers to page 1 block 2 as Block 10 (might just be that reader).
edit: they can be read as long as password mode is not set (or you have the password).
